It isn’t just toilet paper (See: colombiaconnection.freeforums.net/thread/948/toilet-paper-cartel-colombia-fixing), it turns out there is also a cartel of companies producing notebooks that have been fixing prices and determining minimum prices to charge for notebooks sold in Colombia. They have reportedly been doing this for many years since 2001 via meetings, email and cellular chats. This includes a number of notebook brands sold in Colombia including Norma, Scribe and Kiut. Companies that are part of the cartel include Colombian company Carvajal and foreign companies Kimberly and Scribe. The companies involved may be subject to major fines The effect of these cartel practices impact the marketing chain and the prices to the final buyers. For example, more than 3.7 million Colombian families buy notebooks every year for school, according to DANE. See in Spanish: www.elcolombiano.com/negocios/cartel-de-cuadernos-escribe-capitulo-oscuro-en-el-pais-XK3950635I have noticed that notebooks in Colombia were surprising expensive just like toilet paper – so it turns out the high prices were due to cartels.

Not surprising considering the high prices of notebooks in Colombia. I wonder how many other cartels there are in Colombia. I suspect there is probably one involved in drugstore items like shampoo and other hair products, toothpaste and toothbrushes, shavers and shaving cream and many other items. Prices are quite a bit higher than in the U.S. for many drugstore items.
